The face of downtown Bellingham is in perpetual flux. Judging from historical photos near the turn of the century, downtown’s buildings looked similar to those of New York City’s or Chicago’s (before the advent of skyscrapers). Gradually, the brick streets were buried under layers of asphalt and cement; rail cars and buggies were replaced by transit buses and automobiles; and historic buildings became fewer in number. Today, downtown Bellingham is in a phase of revitalization. City government, merchant’s groups, philanthropists and business leaders are pooling their resources, molding a long-term plan to ensure downtown’s aesthetic quality and economic vitality. Proposed changes within the business district include construction of a new parking garage on Railroad Avenue with storefronts occupying it at street level, and the restoration and renovation of some historical buildings.
